1. Admission Process at a Glance
- Register on the SAMS portal and fill in the Common Application Form (CAF) online, giving choices of College and Major subject (UG) or subject (PG).
- Pay the CAF fee online.
- Admission is made in Phases (Phase-I and Phase-II), each with one or more selection rounds and a Waiting List / SPOT round, in the order of merit and reservation as notified.
- When a seat is allotted, choose the counselling option shown in the SAMS e-Space, pay the fee (if applicable) online, and download the Intimation Letter.
- Report to the College on the notified dates with the Intimation Letter and original documents for verification and completion of admission.
The dates for each Phase and round are notified every year on the SAMS portal and are displayed on the College notice board and website.
2. Free Education and Programme Categories (Gyanodaya Scheme)
- Students of Regular Mode UG and PG programmes in Government and Non-Government Aided Colleges admitted through SAMS are eligible for free education (no admission fee) under the Gyanodaya Scheme, as notified by the Government of Odisha.
- In the CAF, the applicant selects the programme category: Regular Mode (no admission fee), Self-Financing Mode (fee payable) or Both. The selection is confirmed through OTP. Changing the category deletes the choices already made.
- An applicant opting for Regular Mode gives consent, through OTP, to an undertaking to (i) attend classes in physical mode with a minimum of 75% attendance in each quarter to remain eligible for the fee waiver; (ii) record daily attendance through the biometric / digital attendance system; and (iii) pay the applicable fee directly if the 75% attendance is not maintained.
- An applicant who opts for "Both" and is allotted a Self-Financing seat must pay the fee before taking admission.
- The Intimation Letter is issued free of cost for Regular Mode seats. For Self-Financing seats, the fee must be paid before the Intimation Letter can be downloaded.

3.6 UG Phase-II

- The applicant must hold a graduation degree from a UGC-recognised university with at least 45% marks or 5.0 CGPA (CGPA is converted to percentage by the formula (CGPA minus 0.50) x 10). Final-year students may apply.
- For subjects where it is required, the applicant must have studied at least 24 credits of Elective Papers at UG level in that subject. This is not applicable to "Any Graduate" subjects as notified.
- CPET is a multiple-choice test of 100 questions of 100 minutes, with +1 mark for each correct answer and -0.25 for each wrong answer.
4.2 Application Fee and Choices

4.5 PG Phase-II
- Open to CPET appearers who were not selected in Phase-I, were selected but did not take admission, or did not exercise choices in Phase-I. Applicants admitted in Phase-I may also apply (a physical CLC is then required). Applicants log in with the same credentials and lock fresh choices.
- Phase-II has one selection round and one Waiting List / SPOT round, on merit only. There is no reservation or weightage and no Freeze / Slide / Float.
- If PG seats remain vacant after the closure of admission, the University / affiliated Colleges may fill them through a separate own-level entrance test for non-CPET applicants, details of which are published through the SAMS portal.
5. Counselling Options (Phase-I)
| Option |
Meaning |
| Freeze |
The applicant is satisfied with the allotted College and subject. The fee (if applicable) is paid online, the Intimation Letter is downloaded and the applicant reports to the College. Admission is final. |
| Slide |
The applicant accepts the seat but seeks a better College and / or subject from higher preferences. The fee is paid online; the applicant need not visit the College and awaits the next round. If no better seat is allotted, the existing seat is protected. |
| Float |
The applicant accepts the seat but seeks a better subject within the same College. The fee is paid online; the applicant need not visit the College and awaits the next round. |
| Alter |
Available only in the first round, and only to an applicant allotted the first preference who is unwilling to take admission. The choices may be edited once through OTP verification. The applicant is treated as a fresh applicant in the next round and cannot reclaim the earlier seat if not selected again. |
- An applicant allotted the first preference may choose only Freeze (or Alter in the first round).
- Once Freeze is chosen, the applicant must report to the College; failure to do so removes the applicant from subsequent rounds.
- Where an already admitted applicant is allotted a new seat and chooses Freeze, the earlier admission is cancelled automatically and an online CLC is generated, which cannot be withdrawn. If Slide or Float is chosen, the earlier admission is cancelled and the applicant must obtain a physical CLC from the previous institution and submit it in a later round. If no action is taken, the existing admission remains valid and the new seat is cancelled.
- All payments are made online only. College and subject choices are locked for the entire Phase.
6. Waiting List / SPOT Admission
- The College publishes two merit lists, one of selected candidates and one of waitlisted candidates, based on the vacancy position and merit, with first priority to PwD candidates as per the reservation.
- Waitlisted applicants must report physically on the notified dates with valid identity proof (a representative with valid identity proof is also permitted). The College informs candidates by phone, SMS, WhatsApp and e-mail and maintains a register of communication.
- Applicants admitted in a previous round may participate for an upper choice (except those admitted at their first preference), subject to obtaining a physical CLC.
- Fees are paid only as shown in the SAMS e-Space.
7. Documents to be Produced at the College
Originals are verified only at the selected College after allotment. Applicants should bring:
- Intimation Letter downloaded from the SAMS e-Space (not applicable to SPOT admission) and the CAF print-out;
- Date-of-birth proof (HSC / CBSE / ICSE certificate), Class X and +2 mark sheets and certificates (and, for PG, the graduation mark sheets and certificate);
- Caste certificate (SC / ST / SEBC) with barcode, if claimed; residence and income certificates (for scholarships);
- PwD certificate with barcode (UDID), ESM, SDP, Children of Martyrs, NCC / NSS / Rover / Sports certificates, if claimed;
- Character / conduct certificate, College Leaving Certificate (CLC) and, where applicable, migration certificate;
- Three recent passport-size photographs;
- Anti-ragging undertakings and the undertaking regarding a drug-, alcohol- and tobacco-free campus.
Where a discrepancy is found in marks, category, weightage or personal details, the College does not allow admission or corrects the entry through the online "Error Correction" facility; such applications are treated as fresh applications in the subsequent rounds. Furnishing false or forged documents leads to cancellation of admission and legal action.
8. Transfer Certificate (CLC), Cancellation and Refund
- The CLC is issued online. A College shall not charge any extra fee for issuing a CLC except the notified processing fee, and shall accept the migration certificate of the last institution attended.
- If admission is cancelled or a CLC is obtained before the closure of e-admission, the admission fee is refunded, less the processing charge (Rs. 500 for UG and Rs. 1000 for PG).
- Fees paid earlier by applicants who shift to a Regular Mode seat or to another College are refunded to the bank account given in the CAF.
- Fee waiver is available for PwD candidates with a disability of 40% or more, except mess charges. This is not applicable to Self-Financing programmes.
9. Important Instructions to Applicants
- Use only your own valid e-mail address and mobile number; all communication is sent to the registered details through SMS, e-mail, WhatsApp, the SAMS login and the College notice board.
- Check the SAMS e-Space regularly and complete every step within the notified time. Failure to select an option, make payment or report on time leads to loss of the seat.
- Payments are accepted online only through SAMS. Do not make payments to any individual or agent.
- Ragging is strictly prohibited and punishable under law.
- The schedule of every Phase and round, and any extension or revision, is as notified on the SAMS portal and shall be final.
